Cops: Baby injured when mom tries to run over man

By The Associated Press

TAMPA, Fla. -- Police in Florida say an 18-month-old Tampa girl was injured when her mother rammed their car in into a house while trying to run over a man.

Authorities say 29-year-old Tamika Lashaunda Willis did not buckle the child into a car seat when she tried to run over the man, eventually ramming the car into his house.

The St. Petersburg Times (http://bit.ly/tCpGx2 ) reports the baby was thrown into the dashboard multiple times and had a large lump on her forehead when she was taken to the hospital.

Willis is being held without bail in the Hillsborough County Jail on charges of aggravated assault with a deadly weapon and aggravated child abuse. She's also being held on a probation violation.

ISLAMABAD (AP) ? A Pakistani general says the military believes the NATO attack that killed 24 Pakistani troops was a "deliberate act of aggression."

Gen. Ashfaq Nadeem also said on Tuesday that the Pakistani army was debating whether to cooperate with the U.S. investigation into Saturday's incident on the Afghan-Pakistan border.

His remarks bode ill for future Pakistani cooperation with the U.S. and NATO over Afghanistan.

Nadeem made the remarks to a briefing of Pakistani news anchors, senior journalists and defense analysts.

FCC to let AT&T pull merger application: report (Reuters)

WASHINGTON (Reuters) ? The Federal Communications Commission planned to approve AT&T Inc's request to withdraw its application for approval of its acquisition of T-Mobile USA, the Wall Street Journal reported on Tuesday.

AT&T and T-Mobile USA owner Deutsche Telekom AG said last week they wanted to withdraw their application with the FCC to focus on defending their $39 billion deal from a lawsuit brought by the U.S. Justice Department.

Researchers use CT to recreate Stradivarius violin

ScienceDaily (Nov. 28, 2011) ? Using computed tomography (CT) imaging and advanced manufacturing techniques, a team of experts has created a reproduction of a 1704 Stradivarius violin. Three-dimensional images of the valuable violin and details on how the replica was made were presented November 28 at the annual meeting of the Radiological Society of North America (RSNA).

"CT scanning offers a unique method of noninvasively imaging a historical object," said Steven Sirr, M.D., a radiologist at FirstLight Medical Systems in Mora, Minn. "Combined with computer-aided machinery, it also offers us the opportunity to create a reproduction with a high degree of accuracy."

Antonio Stradivari, an Italian who lived from 1644 to 1737, is regarded as history's greatest violin maker. Of the estimated 1,000 violins Stradivari made, about 650 still exist and are highly prized for their unique sound quality. There are many theories but no simple explanation for the superiority of the Stradivarius. Many factors influence a violin's sound, from the qualities of the wood to the instrument's shape, degree of arching and wood thickness.

To create a violin with the same characteristics as the 1704 instrument known as "Betts," Dr. Sirr worked with professional violin makers John Waddle and Steve Rossow of St. Paul, Minn.

"We have two goals: to understand how the violin works and to make reproductions of the world's most prized violins available for young musicians who can't afford an original," Dr. Sirr said.

The original violin was scanned with a 64-detector CT, and more than 1,000 CT images were converted into stereolithographic files, which can be read by a computer-controlled router called a CNC machine. The CNC machine, custom-made for the project by Rossow, then carved the back and front plates and scroll of the violin from various woods. Finally, Waddle and Rossow finished, assembled and varnished the replica by hand.

"We believe this process of recreating old and valuable stringed instruments may have a profound influence upon modern string musicians," Dr. Sirr said.

Of the Stradivarius and other prized violins still in existence, many are housed in museums and are never played. Others are sold for millions of dollars to top professional musicians. The Betts Stradivarius is held in the U.S. Library of Congress.

Dr. Sirr, an amateur violinist, first scanned a violin with CT out of curiosity.

"I assumed the instrument was merely a wooden shell surrounding air," he said. "I was totally wrong. There was a lot of anatomy inside the violin."

After he shared those first CT images with Waddle in 1989, the two spent years scanning more than 100 violins -- including 29 valuable instruments pre-dating 1827 -- and other stringed instruments to better understand their composition.

"Just like human beings, there is a wide range of normal variation among violins," Dr. Sirr said. "When you are looking at an instrument that is hundreds of years old, you will see worm holes and cracks that have been repaired, as well as damage from being exposed to all kinds of conditions, from floods to wars."

For owners of authentic Stradivarius or other prized violins, CT imaging not only provides a definitive form of identification, it helps establish a pedigree that may increase the value of their investment.

"CT is useful in measuring wood density, size and shapes, thickness graduation and volume measurements," Dr. Sirr said. "It also provides detailed analysis of damage and repair."

Jon Huntsman: Mitt Romney 'Is In The Hip Pocket Of Wall Street'

During a New Hampshire campaign event on Monday, Republican presidential candidate Jon Huntsman had some harsh words for fellow contender Mitt Romney.

As CNN reports, Huntsman said of the former Massachusetts governor, "Anyone who is in the hip pocket of Wall Street because of all the donations they are picking up, like Mr. Romney, is in these days not going to be the change agent who is going to fix the too-big-to-fail banking system." Per MSNBC, Huntsman's comments were delivered to an audience of about 80 people.

Huntsman went even further in his attack on Romney. Presumably referring in part to endorsements that Romney has received from Senator Kelly Ayotte (R-N.H.) and Congressman Charlie Bass (R-N.H.), Huntsman said, "You should be wary of any candidate who carries the endorsements of every member of Congress, because it means they're going to be a status quo president."

This is not first time Huntsman has gone after Romney. During a Republican presidential debate last week in Washington, D.C., the two candidates sparred over Afghanistan policy. HuffPost's Sam Stein reports:

In one of his sharper moments in Tuesday night's debate, Jon Huntsman pressed Mitt Romney specifically over his willingness to defer to military commanders when it comes to U.S. policy in Afghanistan.

"At the end of the day the President of the United States is Commander in Chief, Commander in Chief. Of course you are going to listen to the generals... but the president is Commander in Chief," Huntsman declared, underscoring the argument that Romney was outsourcing policy to the Pentagon.

To bolster his point, Huntsman pointed to the Vietnam War as an instance in which military command dictated U.S. policy too far. The invocation of Vietnam as a nadir in U.S. history may not win over the GOP crowd. But it certainly got Romney a bit piqued.

"Of course the Commander in Chief makes the final decision," he replied. "But the Commander in Chief makes that decision based upon that input of people closest to the ground."

In addition to criticizing his opponent's ties to Wall Street, the former Utah governor announced on Monday a plan to prevent future bank bailouts. Per Bloomberg Businessweek, "Huntsman's priorities include ending 'too big to fail' by setting a 'hard cap' on bank size based on assets as a percentage of gross domestic product." As the Associated Press reports, "Huntsman also wants to shut mortgage giants Freddie Mac and Fannie Mae and repeal the law, known as Dodd-Frank, that overhauled the financial system."

The candidate's plan to "end too-big-to-fail" is outlined on his official campaign website. Huntsman is quoted on the site as saying, "Capitalism without failure isn't capitalism. We need banks that are small and simple enough to fail, not financial public utilities."

Huntsman, whom MSNBC reports is polling at 8% in New Hampshire, has been aggressively courting the state's primary voters. He even made an appearance on a recent episode of "Saturday Night Live," heaping praise on the Granite State during the show's "Weekend Update."

China artist Ai Weiwei says wife detained, released (Reuters)

BEIJING (Reuters) ? The wife of prominent Chinese artist-activist Ai Weiwei was taken away by police for three hours of questioning on Tuesday, Ai said, adding that he still had not spoken to his wife Lu Qing about the reasons for the renewed scrutiny from authorities.

"She was taken away for questioning, and then she was released about half an hour ago," Ai told Reuters.

"I haven't had a chance to speak to her so I'm not sure about the circumstances."

Ai, whose 81-day secret detention ignited an international uproar, was released in late June. Ai and his supporters said he was the victim of the ruling Communist Party's crackdown on dissent. The government accused him of tax evasion, a charged he denied.

Ai, who had a hand in designing the Bird's Nest stadium for the 2008 Beijing Olympics, paid a bond of 8.45 million yuan ($1.3 million) this month, paving the way to file an appeal against the tax evasion charge.

The money was raised from contributions from his supporters.

Ai has said his wife is the legally-registered representative of the company at the heart of the tax dispute, and therefore could also be targeted in the charges.

SPIDER tartare would make a juicy feast for an army of ants, if only they could make it onto their webs. It seems some arachnids build anti-ant shields into their silken abodes.

Mark Elgar at the University of Melbourne, Australia, and Daiqin Li at the National University of Singapore analysed the webs of 21 batik golden web spiders (Nephila antipodiana), which are found in south-east Asia and live alongside many ant species. They detected 2-pyrrolidinone on the silk. The chemical has been found on the webs of other spiders, but its function was unclear.

Next, the team created three bridges each made of a single thread of N. antipodiana silk. Two were stripped of chemicals, while a third was left intact. Ants were lured across the bridges with a dead fly. En masse, they crossed the stripped silk, but not the natural thread (Proceedings of the Royal Society B: DOI: 10.1098/rspb.2011.2193).

Pouring the chemical on a stripped thread deterred ants from following a trail of food back over it. "It either tastes or smells really awful to them," says Elgar, who wonders if it could be used as an insecticide.

Nuclear waste shipment enters Germany (AP)

BERLIN ? A shipment of nuclear waste reprocessed in France has arrived in Germany on its way to a controversial storage site that protesters say is unsafe.

The dapd news agency reported the train carrying the waste crossed into western Germany early Friday after delays in France where activists damaged the rail tracks in an attempt to halt the shipment.

Some 20,000 police officers will be securing the shipment in Germany.

This is the first shipment of nuclear waste from France to Germany since Berlin decided to shut all its nuclear plants by 2022, following the disaster at Japan's Fukushima plant.

But officials haven't yet resolved where waste should be stored permanently ? and activists argue the site in northern German town of Gorleben is unsafe.

Clinton announces $10 million in Thailand flood relief aid, Bangkok distracted by politics

US Secretary of State Hillary Rodham Clinton announced a $10 million aid package for Thailand flood relief during a visit to Bangkok Wednesday.

Both US Secretary of State Hillary Clinton and United Nations Secretary-General Ban Ki-moon paid visits to Bangkok today as a fierce political debate threatens to destabilize the flood-ravaged country.

Mrs. Clinton announced more than $10 million in extra flood relief assistance, telling media in Bangkok that she ?admired the resilience of the Thai government and people.?

Areas of the capital, Bangkok, are still under water almost four months after the Thailand's worst-ever floods grabbed headlines worldwide. The official death toll is now at 564, and several neighborhoods of Bangkok were today ordered to evacuate as water slowly drains through Bangkok toward the sea.?

The night before the high profile arrivals, however, the Thai government discussed an official pardon for some 26,000 felons, possibly including fugitive former Prime Minister Thaksin Shinawatra, who was ousted in a September 2006 coup and faces two years jail time for corruption in office.

The mere hint of his return to Thailand has riled the country's opposition.

The pardon was discussed by the Thai cabinet on Tuesday and Prime Minister Yingluck Shinawatra ? Thaksin's younger sister ? will present the country's King Bhumibol Adulyadej with a list of names for pardon to mark the monarch's 84th birthday on Dec. 5.

While the focus of the Clinton visit was on the disaster and on the upcoming Asia-Pacific summit meetings in Bali, Indonesia, the pardon eventually came up.

Prime Minister Yingluck Shinawatra sidestepped the issue, however, reminding journalists that she wasn't present when the pardon was discussed and suggested that the matter was in the hands, for now, of Deputy Prime Minister Chalerm Yubumrung.

Opposition leader and former Prime Minister Abhisit Vejajjiva said today that any move to pardon Thaksin would undermine the rule of law in Thailand. He is expected to take up the issue in parliament.

Clinton made no comment on the pardon issue, but praised the work of the truth and reconciliation body set up by the former Thai government to investigate the Thaksin-backed "redshirt" street protests that turned ugly in 2010, killing 91 people.

The latest pardon attempt increases the possibility of new protests in the country.

Angell Memorial's Guide To Holiday Season Pet Hazards ? CBS ...

Along with holiday and winter fun come a host of hazards for pets. To help pet owners, Angell Memorial Hospital has put out a list of the top items that you should keep away from your pets this holiday season.

1. Chocolate or Coffee:? Clinical effects such as vomiting, rapid heart rate and signs of anxiety can be seen with the ingestion of as little as 1/4 ounce of baking chocolate by a 10-pound dog. Coffee can produce the same side effects.

2. Christmas tree preservative/water:? Preservative may contain fertilizers, which, if ingested, can upset the stomach. Stagnant tree water can be a breeding ground for bacteria, which can also lead to vomiting, nausea and diarrhea.

3. Ornaments, ribbons, tinsel: While none of these are directly toxic, ribbon and tinsel can cause gastrointestinal blockage that can be life-threatening to pets.

4. Holiday plants: holly, mistletoe, lilies, poinsettia: Eating holly could produce nausea, vomiting, diarrhea and lethargy. If a dog or cat ingests mistletoe, gastrointestinal upset and possibly even cardiovascular problems could result. All parts of lilies (both Lilium and Hemerocallis species) are highly toxic to cats, with the potential to produce life-threatening kidney failure even from small ingestions. While the toxic potential of poinsettia has been greatly exaggerated, mild stomach upset could still occur if ingested.

5. Yeast dough: If swallowed, uncooked yeast dough can rise in the stomach and cause extreme discomfort. Pets who have eaten bread dough may experience abdominal pain, bloat, vomiting, disorientation and depression. Since a breakdown product of rising dough is alcohol, it can also potentially cause alcohol poisoning. Many yeast ingestions require surgical removal of the dough, and even small amounts can be dangerous.

6. Table food (fatty, spicy), moldy foods, poultry bones: Poultry bones can splinter and cause damage or blockage in the gastrointestinal tract. Spicy or fatty foods could possibly lead to inflammation of the pancreas. Additionally, moldy or spoiled foods could produce food poisoning, tremors or seizures.

7. Macadamia nuts: In dogs, ingestions can produce vomiting, weakness (particularly in the hind legs), depression, lack of coordination and tremors.
8. Alcoholic beverages: If ingested, alcohol can potentially result in vomiting, diarrhea, lack of coordination, central nervous system depression, difficulty breathing, tremors, acidosis, coma and even death.

9. Grapes, raisins: Ingestion of raisins and grapes have been associated with acute kidney failure in dogs.

NATO in Kosovo moves to dismantle Serb barricade (AP)

RUDARE, Kosovo ? NATO troops in Kosovo fired tear gas to disperse a crowd of Serbs resisting the dismantling of a concrete barricade put up to block Kosovo authorities from controlling the Serb-dominated area.

An AP reporter witnessed NATO soldiers in riot gear attempting to remove a concrete barrier late Wednesday and stretching barbed wire on the road. Tear gas was fired after several hundred Serb protesters removed the barbed wire. NATO did not immediately comment.

Serbs in Kosovo's north have been blocking roads since summer angered by Kosovo authorities' attempt to send ethnic Albanian customs and police officers into the Serb area.

Many Serbs that live there reject the country's 2008 secession from Serbia and say NATO is supports Kosovo institutions.

Do you expect Wi-Fi to be everywhere?

Let's face it, while we may tolerate dropped calls from time to time as a circumstance of traveling or other obstacles, heaven forbid there be no Wi-Fi at your destination, or en route. It's something we've grown to expect since we can get it at the airport, coffee shops and certainly on visits to family during holiday weeks like this.?

A recent study projects a four-fold increase in global, public Wi-Fi hotspots to 5.8 million by 2015, mostly due to consumers who want it for their smartphones and tablets.

Devicescape, a company that has more than 4 million hotspots around the world in its Virtual Wi-Fi Network, summed it up this way in a study of 1,040 users:

While carriers promote Wi-Fi as a cost-saving measure for their users, the reality is that Wi-Fi is everywhere, and in most cases, it is free.?Wi-Fi?offers unlimited bandwidth, and can?be accessed for free in many public places like?parks, schools, caf?s and retail stores. It is also becoming easier to use, thanks to evolving Wi-Fi applications and smartphone hardware that makes?the process of locating and logging onto Wi-Fi networks?a seamless and often passive activity done automatically by the network operator.

All these points contribute to an overwhelming majority of respondents (83.1 percent) who expect their service provider to offer a Wi-Fi network through a bundled package.

And, if given a choice, mobile consumers would rather transmit data via Wi-Fi than use cellular networks, such as 3G: "86 percent of respondents believe that data runs better on Wi-Fi, and an even larger percentage ? 88 percent ? perceive it to be a less-expensive alternative to 3G."

Meraki, a company focused on cloud networking, released a study in June that found:

  • The average iPad consumes over 400% more Wi-Fi data than the average Android, iPod, and iPhone.
  • Between 2010 and 2011, mobile platforms overtook desktop platforms in percentage of Wi-Fi devices.
  • iOS and Android together now account for 58% of Wi-Fi devices, compared to 33% just one year ago.

Occupy Los Angeles Holds Strong, Plans Rally at Sunday's American Music Awards (Time.com)

After police raids swept the country from Zuccotti Park in New York City to City Hall in Oakland, California, Occupy protesters are being forced to evolve to keep their movement alive. The Oakland protester, for example, have migrated to neighboring encampments, while others contemplate turning indoors as winter draws near. However, many protesters don't want to lose their biggest emblem, the urban encampment. So, Occupy Los Angeles has become a success story of sorts. Unlike most cities, L.A.'s encampment on the lawn outside City Hall is still standing. Occupiers here have even received handshakes and an official resolution of support from the city council. Even as other urban centers crack down on their local Occupations, Los Angeles says proudly that there have been no "serious incidents" between authorities and protesters.

Still, L.A.'s Occupiers are growing concerned that their movement won't last forever ? at least not in its current form. The mayor's office said this week that city was in dialogue with the movement and that the campers will not be able to remain on city property indefinitely. "In the last few days, there have been some shifts," says Lisa Clapier, a member of the movement's media team. "We have heard rumors about them wanting to move us." That means considering new ways of getting their message out. "The civil rights movement took 10 years," says protester Chase Golding, 26, who had a facemask on his forehead. "So for us, 47 days isn't going to cut it." What's becoming clear is that Occupiers believe they have to become more creative and more provocative. (See pictures of the global Occupy protests.)

The shift in strategizing began to elicit more negative official reaction on Thursday when the movement staged multiple marches that resulted in more than 70 arrests downtown. First, police had their way with protesters who had sat in the middle of an intersection. Then came more arrests after Occupiers took over a plaza outside the Bank of America building. Protesters saw the cops in riot gear as more of a threat than in previous days (earlier, some Occupiers praised the police for allowing them their to press civil disobedience). In the latest face-offs between cops and demonstrators, the slightest flinch by one of the several hundred officers in blue surrounding the protest prompted Occupier calls to huddle together to devise a plan for protection against possible tear gas. "We're going on the offensive for sure," says Anthony, an 18-year-old protester who declined to give his last name, after delivering a speech to the crowd through a megaphone. Protesters were ready for jail as well. "I don't want to live in a country where my rights are blatantly ignored because corporations have purchased the politicians," says Golding. "So yeah, I'll go to jail for that." The protesters irked bank employees such as Dan Kirkpatrick, a financial adviser at Merrill Lynch, who was standing outside the BofA tower mocking the rally. "You have to admit this is a little entertaining," said Kirkpatrick sarcastically. "I want to pass out job applications." (See TIME's video of Tim Pool, Occupy Wall Street's live streamer.)

As they pressed bolder actions, the Occupiers are drawing more than before on the support of union organizers, who say they have a similar message and are eager to help the movement. The Service Employees International Union helped organize the two marches in L.A. on Thursday. There were many union t-shirts on display. That came after a nurses union donated medical care for protesters and members of an electrical workers' union spent several nights camped outside City Hall. "Bank of America is a far better target to raise the issue of income inequality than City Hall," Maria Elena Durazo, executive secretary of the Los Angeles County Federation of Labor, said in support of Thursday's march. "We've got to take it to the door of the people who have caused the pain and suffering." Unions plan to continue to help the movement stage more protests in areas away from City Hall, Durazo says.

On Sunday, protesters plan to rally outside the American Music Awards at L.A.'s Nokia Theatre with the support of Black Eyed Peas rapper Will.i.am, and even plan to put on an Occupy after party, according to Clapier. Will.i.am couldn't be reached to confirm his involvement.

The movement is also looking to social media to expand its voice and fill the void if the encampments are forcibly evacuated. Next week, L.A.-based company CitizenGlobal plans to launch a website called Studio Occupy that will provide a platform for sympathizers to "take back the airwaves" by uploading their own videos and photos. The content will be available through iPhone and Android apps.

Even if the L.A. protesters do have to move out of City Hall, they've got supporters in some unlikely places. Local pastor James Boline and Rabbi Yonah Bookstein attended the BofA march. "I support justice," Boline said. "I don't support their eviction and I hope there will be a place for them elsewhere if not the place where they have been." Even one of the police officers who was cordoning off the area voiced his tacit support. "This is history, isn't it?" the officer said quietly. "Just like the Boston Tea Party, you'll read about Occupy in the history books."

AP Interview: Gorbachev supports Egypt protests (AP)

BERLIN ? Former Soviet leader Mikhail Gorbachev, whose reforms emphasizing change and openness helped lead to the fall of Communism, said Tuesday he sees today's protests in Egypt as "well-grounded and of vital importance."

"I am on the protesters' side," the 80-year-old Nobel Peace Prize winner told The Associated Press.

The comments came during the third straight day of violent clashes in Cairo between protesters and security forces. Demonstrators are calling for a "second revolution" to force out the generals who have failed to stabilize the country, salvage the economy or bring democracy since the ouster of authoritarian leader Hosni Mubarak.

More broadly, Gorbachev said that leaders across the Arab world are now faced with rising calls for democracy because they have been in power for too long, and have created situations where people's voices have not been not heard.

"It's clear no one provoked them, that this conflict appeared out of the blue," Gorbachev said of the demonstrators. "Things were building up, and it all means that democracy ? they way they had it ? did not really work."

He said, however, that there was not any one-size-fits-all solution for the region.

"I don't think there will be a single model for all (the protests) developing in those countries..." he said. "Each country has its own history, culture, experience ? you can't ignore that."

Gorbachev, whose policies of perestroika and glasnost brought the democratic changes that led ? against his will ? to the 1991 Soviet collapse, was in Berlin to announce that the city would host the 2012 awards that bear his name.

The Mikhail Gorbachev Award, which is given to people who bring change to the world, will this year focus on addressing the sustainability of the world's megacities and be presented in March.

He said Russian democracy is now facing a problem with Vladimir Putin, who served two terms as president before becoming prime minister. He is running again for the presidency in the country's upcoming March election and seems certain to be returned to office.

"No matter how it formally fits the constitution, it essentially discredits democratic principles," Gorbachev said.

He said that Russia is still "very far from becoming a country with a developed, rooted democracy" and what is needed is for leaders who truly represent the people to be elected, versus those who "act based on corporate ideas and interests."

"If a true democracy (emerges) in Russia, people who enjoy respect will come to power," he said. "People who can play the role of leaders, and who can defend and express the interests of the people."

He cautioned, however, that day may still be some time in coming.

"Russia is in the middle of its way to sustainable and effective democracy," he said. "Churchill was right by saying that democracy is not the best form of government, but the rest of them are even worse."

Human Survival Depends On Space Exploration, Says Hawking

You seem to assume that there will, in that far future, be a difference between "us" and "our machines".

One of the common misperceptions about nanotech and other such transhumanist, far-future, sci-fi-style guesswork is the failure to understand what radical advances in medical, materials, and computer science actually mean. Biology is nanotechnology that evolved in nature without having been designed... There is no such thing as wars with our "android children". We are the android children, our technology is an extension of ourselves -- not progeny, it is literally ourselves. We won't be "sending robots", we will be sending ourselves who have become merged with "robots". The term you're looking for is "post-biological".

We won't need to engineer robots to escape Earth in our stead, we will be reengineering our very selves. No longer meatbags, we will be more than mere automata, and there is simply no need for this defeatist, mellowdramatic bitter-sweet send-off of our "children" from the womb of Earth. If there develops a significant population of autonomous robots, they will be with us, we'll bring them along and enjoy the experience of a shared evolution.

Life on Earth doesn't just stop once a new species appears -- life keeps going while it forks. There are ancient species still around and just as alive as new ones.

Italy's Monti reviews finances before EU meetings (Reuters)

ROME (Reuters) ? Newly installed Prime Minister Mario Monti got straight to work at the weekend, reviewing Italy's parlous finances before a round of meetings in coming days with European leaders to discuss the growing euro zone debt crisis.

Monti easily won confidence votes in record time in both houses of parliament last week, just days after his predecessor Silvio Berlusconi lost his majority and quit -- the latest EU premier to fall victim to the Europe-wide economic emergency.

The new government of technocrats, supported by almost all Italy's main parties, will focus first on enacting austerity measures passed by Berlusconi that aim to balance the budget in 2013 and halt the rise in Italy's monumental debt pile.

But with the economy looking certain to slow, additional measures will be needed and Monti, who is also economy minister, spent his first hours in office reviewing the latest data.

Italian newspapers said on Sunday that new budget measures were likely to be unveiled within two weeks, with a property tax abolished by Berlusconi set to return, plus moves to tackle tax evasion and a cut in payroll taxes to lift employment.

As the broad outlines of his program emerge, Monti will travel to Brussels on Tuesday for talks with Herman Van Rompuy, president of the European Council, and Jose Manuel Barroso, president of the European Commission.

On Thursday he will have lunch in Strasbourg with French President Nicolas Sarkozy and German Chancellor Angela Merkel.

Europe's two main powerbrokers showed growing exasperation with Berlusconi, believing he had failed to grasp the severity of the crisis, and there was obvious relief in Paris and Berlin over the arrival of Professor Monti, a former EU commissioner.

"Up until now Italy was part of the problem, now it is part of the solution," said Daniel Gros, the head of the Center for European Policy Studies in Brussels.

EUROBOND DIVISIONS

But Monti will find himself at odds with Merkel over ways out of Europe's financial crisis, which has roiled markets and raised fears for the future of the euro single currency.

While Germany has rejected calls for common euro zone debt issuance, Monti enthusiastically endorsed the measure before taking office, writing in the Financial Times in July that eurobonds "are the only answer to Europe's crisis."

He is only likely to make headway on this issue if he can show Europe that he has a firm grasp on Italy's finances and a clear vision of how to cut its debt, currently running at a perilous 120 percent of gross domestic product.

Although he secured huge support in last week's vote from a parliament spooked by a sudden jump in Italian borrowing costs, he could face a battle as he tries to win backing for greater austerity or implementing a pledge to liberalize the hidebound economy.

Berlusconi said on Sunday he expected Monti to stay in office until the end of the legislature in 2013. While he was ready to back a new property tax, Berlusconi warned that other measures, such as a mooted wealth tax, were not acceptable.

"The government is made up of highly competent technocrats. That does not mean they have carte blanche on everything. We will be very attentive on every single measure," he told Corriere della Sera newspaper.

"Monti cannot ignore us. (My party) is the biggest party in parliament and will be an irreplaceable point of reference for this government," he added.

Spain's center-right winning election: early count (Reuters)

MADRID (Reuters) ? Spain's center-right People's Party was winning Sunday's parliamentary election with 39 percent of the vote, according to official results from 8 percent of polling stations.

The Socialists, in power for more than seven years, were lagging with 29 percent of the vote, the interior ministry reported on its official website.

Earlier, an exit poll by RTVE public broadcaster showed that the PP would win an absolute majority in the 350-seat lower house.

Deforestation causes cooling in Northern US, Canada

The impact of deforestation on global warming varies with latitude, according to new research from a team of scientists representing 20 institutions from around the world. The surprising finding, which researchers say calls for new climate-monitoring strategies, will be published in the Nov. 17 issue of the journal Nature.

"It depends where the deforestation is," said UC Davis atmospheric science Professor Kyaw Tha Paw U, a study co-author. "It could have some cooling effects at the regional scale, at higher latitudes, but there's no indication deforestation is cooling lower latitudes, and in fact may actually cause warming."

"Because surface station observations are made in grassy fields with biophysical properties of cleared land, they do not accurately represent the state of climate for 30 percent of the terrestrial surface covered by forests," the study says.

Paw U and his colleagues found that deforestation in the boreal region, north of 45 degrees latitude, results in a net cooling effect. While cutting down trees releases carbon into the atmosphere, it also increases an area's albedo, or reflection of sunlight. Surface temperatures in open, non-forested, high-latitude areas were cooler because these surfaces reflected the sun's rays, while nearby forested areas absorbed the sun's heat. At night, without the albedo effect, open land continued to cool faster than forests, which force warm turbulent air from aloft to the ground.

"People are debating whether afforestation is a good idea in high latitudes," said Xuhui Lee, the study's principal investigator and professor of meteorology at the Yale School of Forestry & Environmental Studies. "If you plant trees you sequester carbon, which is a benefit to the climate system. At the same time, if you plant trees you warm the landscape because trees are darker compared to other vegetation types. So they absorb solar radiation."

Paw U emphasized that the findings should not be viewed as a "green light" to cut down forests in high latitudes. "The intent is to clarify where we can see these regional effects using actual temperature measurements," he said. "Besides absorbing carbon dioxide, forest ecosystems have a number of other valuable qualities, even if at certain latitudes they may be warmer than open areas."

The researchers calculated that north of Minnesota, or above 45 degrees latitude, deforestation was associated with an average temperature decrease of 1.5 degrees Fahrenheit. On the other hand, deforestation south of North Carolina, or below 35 degrees latitude, appeared to cause warming. Statistically insignificant cooling occurred between these two latitudes.

The researchers collected temperature data from a network of specialized weather stations in forests ranging from Florida to Manitoba and compared results with nearby stations situated in open grassy areas that were used as a proxy for deforested land.

"The cooling effect is linear with latitude, so the farther north you go, the cooler you get with deforestation," said Lee.

David Hollinger, a scientist with the USDA Forest Service and study co-author, said, "Another way to look at the results is that the climate cooling benefits of planting forests is compounded as you move toward the tropics."

Review: Beginning of the end in `Breaking Dawn' (AP)

"Laughable" probably isn't the word the makers of "The Twilight Saga: Breaking Dawn ? Part 1" were aiming for, but there it is; laughter, at all the wrong places.

The fourth movie in the freakishly popular girl-vamp-wolf love triangle series is so self-serious, it's hard not to cackle at it. The dialogue is, of course, ridiculous and the acting ranges from stiff to mopey. But moments that should be pulsating with tension are usually hilarious because the special effects are still just so distractingly cheesy.

This latest installment has yet another new director ? Bill Condon, a man capable of both panache ("Dreamgirls") and serious artistry ("Gods and Monsters"), little of which you'll see here ? and yet again, the werewolves look jarringly out of place with their surroundings. In a technological age in which Gollum from the "Lord of the Rings" movies blends in seamlessly with everyone and everything around him, how are such sloppy visual effects still possible? Adam Sandler played opposite himself more convincingly in "Jack and Jill."

But we digress, because other movies are more fun to discuss. "Breaking Dawn ? Part 1," the first of two films adapted from the final book in Stephenie Meyer's series (with part two coming next year), serves as a placeholder for the ultimate finale but is jam-packed with developments in its own right. (Melissa Rosenberg once again wrote the adapted screenplay.) So much happens that you wonder, how can there be another entire film after this? Alas, there will be.

Part one begins with Bella Swan (Kristen Stewart) and her vampire beau, Edward Cullen (Robert Pattinson), marrying in a lavish, romantic outdoor ceremony. Bella's childhood best friend and the other man in the equation, werewolf Jacob Black (Taylor Lautner, barely recognizable with his shirt on), stops by as a gesture of goodwill. Guests mingle and dance and you have to wonder, do they realize that the groom and his entire family are the living dead? Do their eerie, porcelain complexions and glowing amber eyes betray them? The mind wanders.

Anyway, finally ? finally! ? Bella and Edward can have sex, the thing she has wanted all along but he has been reluctant to do for fear that deflowering her will, you know, kill her. Yes, the "Twilight" movies (and the books that inspired them) may be filled with swoony vampires and hunky werewolves, but they are firmly pro-abstinence ? and, later, firmly anti-abortion.

This should be the happiest day of Bella's life but she is, of course, nervous and miserable in general. Because she's Bella; Stewart maintains her usual sullen look for most of the picture. After the ceremony, Edward whisks her away to a private island off the Brazilian coast to make sweet, sweet vampire love to her. It's the moment we've all been waiting for ? and we get to see none of it. All that's left the next morning is a broken bed frame, fluffs of down floating in the air and a baby growing inside the new bride. That's how good Edward is.

From here, "Breaking Dawn" devolves into a debate about what to do with this potentially dangerous hybrid spawn. Whether to keep it is never really in question, even though it's developing at an alarming rate, eating Bella up from the inside and threatening her very life. She waits for the baby to arrive and everyone else sits around discussing while Jacob's werewolf pals hover outside the Cullen clan's door, prepared to pounce. And talking ? which, again, is meant to be ominous but instead comes off as just plain silly.

The score from Carter Burwell, the veteran composer and longtime Coen brothers collaborator, is surprisingly tinkly and intrusive and it further undermines the film's tone. The Twi-hards flooding theaters this weekend probably won't care, though. This is what they've been longing for, and it will be music to their ears.

"The Twilight Saga: Breaking Dawn ? Part 1," a Summit Entertainment release, is rated PG-13 for disturbing images, violence, sexuality/partial nudity and some thematic elements. Running time: 117 minutes. One and a half stars out of four.

Occupy London protesters vow to stay at St. Paul's (AP)

LONDON ? Protesters camped outside St. Paul's Cathedral in London said Thursday they are staying put as a deadline passed for them to take down their tents or face legal action.

London officials attached eviction notices to the tents Wednesday, demanding they be removed from the churchyard by 1800 GMT (1 p.m. EST) Thursday.

The Occupy London group said no one had left by the deadline, and marked its passing with a rally and a minute of silence outside the cathedral.

"The general feeling is excitement at the moment," said protester Nathan Cravens, 27. "It's brought us together."

The City of London Corporation says that if the tents are not removed it will go to court seeking an eviction notice. The first hearing will likely be next week, but the process could take months.

More than 200 tents have been pitched outside the famous domed church since Oct. 15 in a protest against capitalist excess inspired by New York's Occupy Wall Street.

Police in the U.S. have been moving in to clear away similar protests, breaking up camps in Portland, Oregon, Oakland, California and New York's Zuccotti Park over the past few days.

Cravens said there was anxiety in London that the same thing could happen here.

"The concern is that it will set a precedent," he said.
